A BILL TO BE ENTITLED
AN ACT
relating to public school textbooks. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter B, Chapter 31, Education Code, is amended by adding Section 31.0221 to read as follows: Sec. 31.0221. TEXTBOOK CONTENT. (a) In addition to the procedures otherwise provided by this subchapter, the State Board of Education may by rule adopt general textbook content standards and provide for a process under which textbooks are reviewed by the board to determine compliance with the standards and with the requirements of Section 28.002(h). (b) Notwithstanding any other provision of this subchapter, the State Board of Education by majority vote may reject a textbook for placement on a conforming or nonconforming list if the textbook is determined through the process authorized by Subsection (a) to not comply with the general textbook content standards adopted by the board under this section or the requirements of Section 28.002(h). SECTION 2. This Act takes effect September 1, 2003, and applies to each textbook submitted for adoption in response to a proclamation issued by the State Board of Education on or after that date.
