A BILL TO BE ENTITLED

AN ACT

relating to the designation of a portion of State Highway 21 between 
Weches and Crockett as the Representative James Lacey Lovell 
Highway.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter B, Chapter 225, Transportation Code, 
is amended by adding Section 225.056 to read as follows:
	Sec. 225.056.  REPRESENTATIVE JAMES LACEY LOVELL HIGHWAY.  
(a)  State Highway 21 between Park Road 44 in Weches and United 
States Highway 287 in Crockett is designated as the Representative 
James Lacey Lovell Highway.
	(b)  The department shall design and construct memorial 
markers indicating the highway number, the designation as the 
Representative James Lacey Lovell Highway, and any other 
appropriate information.
	(c)  The department shall erect a marker at each end of the 
highway and at appropriate intermediate sites along the highway.
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2003.
