A BILL TO BE ENTITLED
AN ACT
relating to the rules, procedures, and programs of the University Interscholastic League. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 33.083, Education Code, is amended by adding Subsection (e) to read as follows: (e) The University Interscholastic League shall permit a school district or school participating in a league activity to employ in connection with that activity a coach who is not a full-time employee of the district or school. SECTION 2. Subchapter D, Chapter 33, Education Code, is amended by adding Section 33.0831 to read as follows: Sec. 33.0831. UNIVERSITY INTERSCHOLASTIC LEAGUE REVIEW. (a) The State Board of Education, with the assistance of the agency, shall review all University Interscholastic League rules, procedures, and programs, including the league's constitution. The board and agency shall specifically assess whether a rule, procedure, or program adversely affects: (1) school district or school budgeting; (2) the manner in which school district or school employees carry out duties; (3) the use or funding of school district or school facilities; (4) the development of school district or school calendars, including the date selected for the first day of instruction for the school year; (5) the ability of a student to meet curriculum requirements, including the requirements for the recommended high school program under Section 28.025; (6) the ability of a student to attend the school district or school of the student's choice; or (7) the ability of a student to participate in tutoring, extracurricular activities that are not school sponsored, or mentoring opportunities. (b) Based on the review under Subsection (a), not later than December 1, 2003, the State Board of Education and the agency shall submit to the University Interscholastic League, the legislature, and the governor a report containing any recommendations for changes to the league rules, procedures, or programs. (c) This section expires December 31, 2003. SECTION 3. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2003.
