A BILL TO BE ENTITLED
AN ACT
relating to the eligibility of certain inmates for release to mandatory supervision. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 508.149(b), Government Code, is amended to read as follows: (b) An inmate may not be released to mandatory supervision if a parole panel determines that: (1) under the parole guidelines established under Section 508.144, the inmate has a poor probability for successful completion of supervision, as measured by a parole guideline score of 1, 2, or 3 or an equivalent score under a successor guideline grading system; (2) the inmate's accrued good conduct time is not an accurate reflection of the inmate's potential for rehabilitation; and (3) [(2)] the inmate's release would endanger the public. SECTION 2. This Act takes effect September 1, 2003, and applies to any inmate who is eligible for release to mandatory supervision under Section 508.147, Government Code, on or after that date.
