A BILL TO BE ENTITLED

AN ACT

relating to the placement of a child in foster care.                          
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter C, Chapter 42, Human Resources Code, 
is amended by adding Subsection (8) to Section 42.042(e) to read as 
follows:
	(e)  The department shall promulgate minimum standards that 
apply to licensed child-care facilities and to registered family 
homes covered by this chapter and that will:
		(8)  prevent the placement of a child in a foster home 
with any unmarried individuals.
	SECTION 2.  Subsection (8) of Section 42.042(e), Human 
Resources Code, as added by this Act, applies only to foster care 
placement made by the Department of Protective and Regulatory 
Services on or after the effective date of this Act.
	SECTION 3.  This Act takes effect September 1, 2003.
