A BILL TO BE ENTITLED
AN ACT
relating to a study regarding goals, outcome standards, and
objectives in certain contracts with the Department of Protective
and Regulatory Services.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. STUDY. The Department of Protective and
Regulatory Services shall conduct a study of a random sample of five
percent of the department's state office contracts under Chapter
40, Human Resources Code, through which program services for
children are provided. The department shall determine the extent
to which each contractor under those contracts is achieving:
(1) the goals and outcomes included in the contract;
and
(2) federally mandated and state-mandated objectives
of the program.
SECTION 2. REPORT. Not later than December 31, 2004, the
Department of Protective and Regulatory Services shall report to
the governor, the legislature, the Legislative Budget Board, the
Sunset Advisory Commission, and the State Auditor's Office
regarding the results of the study. The report must include
recommendations regarding additional goals and outcome standards
designed to improve program services for children that the
department recommends for inclusion in future contracts.
SECTION 3. EFFECTIVE DATE. This Act takes effect September
1, 2003.
