A BILL TO BE ENTITLED

AN ACT

relating to prohibiting racially offensive street names.                      
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 251.013, Transportation Code, is amended 
by adding Subsection (e) to read as follows:
	(e)  The commissioners court of a county may not name a 
public road a name that is offensive to members of racial or ethnic 
minority groups.
	SECTION 2.  Subchapter Z, Chapter 311, Transportation Code, 
is amended by adding Section 311.905 to read as follows:
	Sec. 311.905.  CERTAIN NAMES.  The governing body of a 
municipality may not name a municipal street a name that is 
offensive to members of racial or ethnic minority groups.
	SECTION 3.  This Act takes effect September 1, 2003.
