A BILL TO BE ENTITLED

AN ACT

relating to the composition of certain districts of the Texas House 
of Representatives.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        

ARTICLE I
	SECTION 1.  (a)  The districts of the Texas House of 
Representatives referred to in Article II of this Act are composed 
respectively of the territory described by Article II of this Act 
for each district.
	(b)  One representative is elected from each district 
established by this Act.

ARTICLE II
	SECTION 1.  District 93 is composed of Tarrant County tracts 
111303, 111521, 111522, 111536, 111537, 111538, 111539, 113104, 
113107, 113109, 113110, 113111, 113112, 121702, 121901, 122000, 
122100, and 122900; and that part of Tarrant County tract 111304 
included in blocks 1000, 1001, 1002, 1003, 1004, 1005, 1006, 1007, 
1008, 1009, 1010, 1011, 1012, 1013, 1014, 1015, 1016, 1017, 1018, 
1019, 1020, 1021, 1022, 1023, 1024, 1025, 1026, 1027, 1028, 1029,

		ARTICLE III
	SECTION 1.  In this Act, "tract" and "block" mean the 
geographic areas identified by those terms on the 2000 Census 
TIGER/Line File, prepared by the federal Bureau of the Census for 
the Twenty-second Decennial Census of the United States, enumerated 
as of April 1, 2000.
	SECTION 2.  It is the intention of the Texas Legislature 
that, if any county, tract, block, or other geographic area has 
erroneously been left out of this Act, a court reviewing this Act 
should include that area in the appropriate district in accordance 
with the intent of the legislature, using any available evidence of 
that intent, including evidence such as that used by the Supreme 
Court of Texas in Smith v. Patterson, 111 Tex. 535, 242 S.W. 749 
(1922).
	SECTION 3.  The districts set out in Article II of this Act 
apply to the election of the members for those districts of the 
Texas House of Representatives beginning with the primary and 
general elections in 2004 for members of the 79th Legislature.  This 
Act does not affect the membership or districts of the Texas House 
of Representatives of the 78th Legislature.
	SECTION 4.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2003.
