A BILL TO BE ENTITLED
AN ACT
relating to the operation of public primary and secondary schools.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. (a) The commissioner of education shall review
the provisions of Subchapter C, Chapter 25, Education Code,
pertaining to the operation of public primary and secondary
schools, including provisions relating to transfers of students
between campuses, districts, and counties; the length of the school
day; school day interruptions; the length and the start of the
school year; and the permissible number of excused absences for a
student, for the purpose of determining whether fiscal efficiencies
and improvement in instructional capabilities would result from
changes to those provisions.
(b) The commissioner shall present a report of the review
required by this section to the 79th Legislature, together with the
commissioner's recommendations for changes, by filing a copy of the
report not later than December 1, 2004, with the governor, the
lieutenant governor, the speaker of the house of representatives,
and the presiding officers of the committees in each house of the
legislature having primary jurisdiction over public primary and
secondary education.
SECTION 2. This Act takes effect September 1, 2003.
