A BILL TO BE ENTITLED

AN ACT

relating to the costs of reviewing a development project that must 
be approved by certain municipalities.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter Z, Chapter 212, Local Government 
Code, is amended by adding Section 212.904 to read as follows:
	Sec. 212.904.  COSTS FOR MUNICIPAL APPROVAL OF PLAT OR 
DEVELOPMENT PROJECT.  For a development project that requires the 
approval of a municipality with a population of 25,000 or more, the 
municipality may not require a developer or a third party to pay the 
legal fees the municipality incurs in the review of the project.
	SECTION 2.  This Act takes effect September 1, 2003.
