A BILL TO BE ENTITLED

AN ACT

relating to mandatory venue in actions against certain political 
subdivisions.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 15.0151(a), Civil Practice and Remedies 
Code, is amended to read as follows:
	(a)  Except as provided by a law not contained in this 
chapter, an action against a political subdivision [that is located 
in a county with a population of 100,000 or less] shall be brought 
in the county in which the political subdivision is located.  If the 
political subdivision is located in more than one county [and the 
population of each county is 100,000 or less], the action shall be 
brought in any county in which the political subdivision is 
located.
	SECTION 2.  The change in law made by this Act applies only 
to an action filed on or after the effective date of this Act.  An 
action filed before the effective date of this Act is governed by 
the law in effect immediately before that date, and that law is 
continued in effect for that purpose.
	SECTION 3.  This Act takes effect September 1, 2003.
