A BILL TO BE ENTITLED
AN ACT
relating to the salaries paid to teachers and superintendents in
certain school districts.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter I, Chapter 21, Education Code, is
amended by adding Section 21.4031 to read as follows:
Sec. 21.4031. PROPORTIONAL SALARIES FOR SUPERINTENDENTS
AND TEACHERS. (a) This section:
(1) applies only to superintendent and teacher
salaries in a school district in which the salary paid to the
superintendent is an amount that is more than 300 percent of the
amount of the average salary paid to teachers; and
(2) does not apply in the case of a newly hired
superintendent.
(b) If a school district increases the salary paid to the
superintendent of the district, the district must give to each
teacher in the district a percentage increase in salary that is the
same percentage as the percentage increase in the superintendent's
salary.
(c) A salary increase under this section for teachers takes
effect beginning with the same pay period that the salary increase
for the superintendent takes effect.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2003.
