A BILL TO BE ENTITLED

AN ACT

relating to preventing unnecessary waste in state agency reports 
distributed to legislators and other interested persons.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 2052.0021, Government Code, is amended 
by adding Subsection (f) to read as follows:
	(f)  Before distributing a report to a legislator or other 
interested person, a state agency shall implement appropriate 
procedures to prevent unnecessary waste.  As appropriate, before 
sending to a legislator or other interested person a report that is 
more than 25 pages long, a state agency shall notify the legislator 
or other interested person that the report is available, provide a 
short summary of the contents of the report, and provide 
instructions for the legislator or other interested person to 
obtain a copy of the full report or view the report in an electronic 
format.
	SECTION 2.  This Act takes effect September 1, 2003, and 
applies to any state agency report required by law that is prepared 
by the state agency on or after the effective date of this Act.
