A BILL TO BE ENTITLED

AN ACT

relating to the filing period of an application for a place on the 
ballot for an office of a home-rule municipality.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 143.005(a), Election Code, is amended to 
read as follows:
	(a)  A city charter may prescribe requirements in connection 
with a candidate's application for a place on the ballot for an 
office of a home-rule city other than requirements providing for 
the period for filing an application for a place on the ballot.
	SECTION 2.  Section 143.007, Election Code, is amended by 
adding Subsection (c) to read as follows:
	(c)  This section supersedes a city charter provision to the 
extent of any conflict.
	SECTION 3.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2003.
