A BILL TO BE ENTITLED
AN ACT
relating to a study of the costs of providing transportation services for public school students. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. (a) The Texas Education Agency, in cooperation with the Legislative Budget Board, shall conduct a study relating to the costs of providing transportation services for public school students under Section 42.155, Education Code. (b) The agency shall include in the study: (1) a comparison of the transportation costs in urban, suburban, and rural school districts and counties; (2) an analysis of the costs of providing transportation services to students enrolled in magnet schools; (3) an analysis of any significant trends in student attendance that are related to transportation costs or the provision of transportation services; and (4) any recommendations for legislative or administrative action to modify the amount of the transportation allotment provided to school districts under Section 42.155, Education Code. (c) Not later than December 1, 2004, the agency shall report the results of the study conducted under this section to the governor, lieutenant governor, speaker of the house of representatives, and the presiding officer of the standing committee in each house of the legislature with primary jurisdiction over public education. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2003.
