A BILL TO BE ENTITLED

AN ACT

relating to the Texas public library endowment fund and funding for 
the TexShare library consortium program.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 441.071(b), Government Code, is amended 
to read as follows:
	(b)  The fund consists of donations and appropriations
accepted by the commission under Section 441.074 and any other 
money credited to the fund.
	SECTION 2.  Section 441.073(b), Government Code, is amended 
to read as follows:
	(b)  The public library fund consists of money credited to 
the fund under Section 441.071(d) or any other section and proceeds 
from sales under Section 441.074(d).
	SECTION 3.  Section 441.074, Government Code, is amended by 
adding Subsection (e) to read as follows:
	(e)  The commission may accept any money credited to the 
Texas public library endowment fund.
	SECTION 4.  Section 441.075, Government Code, is amended by 
adding Subsection (a-1) to read as follows:
	(a-1)  The commission shall operate, maintain, and, to the 
extent practical, expand the TexShare library consortium program 
under Subchapter M.
	SECTION 5.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2003.
