A BILL TO BE ENTITLED

AN ACT

relating to the repeal of the requirement that the State Office of 
Administrative Hearings conduct hearings in gas utility cases.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 102.006, Subchapter A, Chapter 102, 
Utilities Code, is repealed.
	SECTION 2.  Section 2003.0491, Subchapter C, Chapter 2003, 
Government Code, is repealed.
	SECTION 3.  (a)  This Act takes effect September 1, 2003.                      
	(b)  The change in law made by this Act applies only to 
contested case proceedings initiated on or after the effective date 
of this Act.  A proceeding initiated before the effective date of 
this Act, is governed by the law in effect on the date the 
proceeding was initiated, and the former law is continued in effect 
for that purpose.
