A BILL TO BE ENTITLED

AN ACT

relating to the administration of the rural volunteer fire 
department assistance program.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 614.072, Government Code, as added by 
Chapter 1129, Acts of the 77th Legislature, Regular Session, 2001, 
is amended by adding Subsection (h) to read as follows:
	(h)  In determining the criteria for the distribution of 
money from the fund under Subsection (c), the director shall ensure 
that the criteria gives preference to those volunteer fire 
departments that have the smallest operating budgets of the 
volunteer fire departments that request assistance from the fund.
	SECTION 2.  The change in law made by this Act applies only 
to a distribution of money from the rural volunteer fire department 
assistance fund made on or after the effective date of this Act.  A 
distribution of money from the rural volunteer fire department 
assistance fund made before the effective date of this Act is 
governed by the law in effect on the date the distribution was made, 
and the former law is continued in effect for that purpose.
	SECTION 3.  This Act takes effect September 1, 2003.
