A BILL TO BE ENTITLED
AN ACT
relating to service of certain public school administrators as classroom teachers. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter E, Chapter 11, Education Code, is amended by adding Section 11.203 as follows: Section 11.203. ADMINISTRATOR SERVICE AS TEACHER. (a) Each superintendent, assistant superintendent, principal, assistant principal, and other person serving in a supervisory capacity over a classroom teacher shall serve as a classroom teacher for at least one hour each day for a full semester once every five years. The administrator shall perform all duties associated with teaching, including planning, grading, and completing written reports. (b) The teaching assignment for an administrator under this section shall be in an academic subject related to the administrator's area of certification to the greatest extent possible. (c) The campus-level committee established under Section 11.251 for the campus at which an administrator will be teaching under this section shall be consulted with regard to the assignment of the administrator in a classroom, and shall approve guidelines relating to the duties of a classroom teacher whose instructional time is reduced as a result of an administrator's compliance with this section. Such guidelines shall place a priority on allowing the teacher additional time for planning, professional development activities, or personal leave; however, a teacher may not be required to use state or local personal leave with regard to this section. (d) Funds of a school district may not be used to pay an administrator who is not in compliance with this section. SECTION 2. The heading to Subchapter E, Chapter 11, Education Code, is amended to read as follows:
SUBCHAPTER E. ADMINISTRATORS [SUPERINTENDENTS AND PRINCIPALS]
SECTION 2. This Act applies beginning with the 2003–2004 school year. SECTION 3. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2003.
