A BILL TO BE ENTITLED

AN ACT

relating to public school finance.                                            
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 41.0021(a), Education Code, is amended 
to read as follows:
	(a)  Notwithstanding Section 41.002, for the 2001-2002, 
2002-2003, [and] 2003-2004, 2004-2005, and 2005-2006 school years, 
a school district that in the 1999-2000 school year did not offer 
each grade level from kindergarten through 12 may elect to have its 
wealth per student determined under this section.
	SECTION 2.  Section 41.0021(e), Education Code, is amended 
to read as follows:
	(e)  This section expires September 1, [2004] 2006.    
	SECTION 3.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2003.
