A BILL TO BE ENTITLED
AN ACT
relating to the Texas Capitol Complex.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Title 1, Government Code, is amended by adding
Chapter 2 to read as follows:
CHAPTER 2. TEXAS CAPITOL COMPLEX.
Sec. 2001. DISTRICT ESTABLISHED. The Texas Capitol
Complex is composed of all property owned by the State of Texas in
the County of Travis.
Sec. 2.002. GOVERNANCE. The district is governed as
provided by law.
Sec. 2.003. GOVERNANCE, MANAGEMENT, AND OPERATIONS
PLAN. (a) The speaker of the house and the lieutenant governor
shall respectively appoint five members of the house and five
members of the senate to a special select committee to develop a
governance, management and operations plan for the district.
(b) In developing the plan, the committee shall solicit the
advice and assistance of the governor and the executive and
judicial branch officers and agencies located in the district.
(c) The committee shall recommend a governance, management,
and operations plan to the 79th Legislature not later than December
1, 2004. The recommendations must include recommended legislation.
SECTION 2. The importance of this legislation and the
crowded condition of the calendars in both houses create an
emergency and an imperative public necessity that the
constitutional rule requiring bills to be read on three several
days in each house be suspended, and this rule is hereby suspended,
and that this Act take effect and be in force from and after its
passage, and it is so enacted.
