A BILL TO BE ENTITLED
AN ACT
relating to workforce efficiency reviews performed by the governor.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter C, Chapter 401, Government Code, is
amended by adding Section 401.049 to read as follows:
Sec. 401.049. WORKFORCE EFFICIENCY REVIEWS. (a) In this
section, "agency" means a board, commission, department, office, or
other agency in the executive branch of state government that is
governed by an appointed board or commission, but does not include
an institution of higher education.
(b) The governor, with the assistance of the classification
officer in the office of the state auditor, shall conduct agency
workforce efficiency reviews.
(c) An agency workforce efficiency review includes:
(1) a review of agency processes to determine
appropriate levels of staffing;
(2) recommendations to the agency on how to improve
agency processes; and
(3) if the governor determines, after review, that the
agency is overstaffed:
(A) a recommendation on the appropriate number of
full-time employees the agency should employ; and
(B) identification of appropriate budget
reductions in the appropriations to the agency for the next
biennium.
(d) The classification officer in the office of the state
auditor shall provide the governor with workforce statistics and
comparative data to assist in the reviews under this section.
SECTION 2. This Act takes effect September 1, 2003.
