A BILL TO BE ENTITLED

AN ACT

relating to the establishment of fee guidelines by the Texas 
Workers' Compensation Commission.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 413.011, Labor Code, is amended by 
adding Subsection (b-1) to read as follows:
	(b-1)  In establishing fee guidelines, the commission shall 
use conversion factors that are equal to at least the following 
amounts:
		(1)  surgery, 69.00;                                                   
		(2)  radiology, 63.00;                                                 
		(3)  pathology, 80.00;                                                 
		(4)  anesthesia, 40.00;                                                
		(5)  general medicine, 47.00;                                          
		(6)  physical medicine, 47.00; and                                     
		(7)  evaluation and management, 47.00.                                 
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2003.
