A BILL TO BE ENTITLED

AN ACT

relating to reducing Medicaid fraud.                                          
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter B, Chapter 31, Human Resources Code, 
is amended by adding Section 31.0326 to read as follows:
	Sec. 31.0326.  CREATION OF PROGRAM REGARDING MEDICAID FRAUD.  
(a)  The Health and Human Services Commission and the Texas 
Department of Human Services shall develop and implement a 
front-end Medicaid fraud prevention program.
	(b)  The goal of the program is to reduce the number of fraud 
cases related to authentication fraud and abuse, to reduce Medicaid 
expenditures, and to reduce the number of fraudulent participants.
	SECTION 2.  This Act takes effect September 1, 2003.
