A BILL TO BE ENTITLED
AN ACT
relating to creating a task force to study the use of land within
the Capitol Complex.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subtitle B, Title 10, Government Code, is
amended by adding Chapter 2059 to read as follows:
CHAPTER 2059. CAPITOL COMPLEX MASTER PLAN TASK FORCE
Sec. 2059.001. DEFINITION. In this chapter, "Capitol
Complex" means the state-owned property in the city of Austin
within the area bounded on the north by Martin Luther King, Jr.,
Boulevard, on the east by Trinity Street, on the south by 10th
Street, and on the west by Lavaca Street.
Sec. 2059.002. TASK FORCE. (a) The governor, the
lieutenant governor, and the speaker of the house of
representatives shall appoint a task force to study land use within
the Capitol Complex.
(b) The task force shall develop a master plan for the
Capitol Complex that:
(1) makes maximum and best use of the land within the
Capitol Complex for state agencies; and
(2) provides for the relocation to the Capitol Complex
of state agencies located outside the Capitol Complex.
(c) The task force shall use research reports prepared by
the General Services Commission and the General Land Office in
developing the master plan under Subsection (b).
Sec. 2059.003. PRESIDING OFFICER. The governor shall
appoint one member of the task force as the presiding officer. The
presiding officer shall present the master plan to the governor,
the lieutenant governor, the speaker of the house of
representatives, and the director of any state agency that is
affected by the master plan.
Sec. 2059.004. AGENCY REJECTION OR APPROVAL OF
RECOMMENDATIONS. (a) The governing board of a state agency may
adopt or reject the recommendations contained in the master plan.
If the agency rejects the recommendations, the state agency shall
specify in writing the reasons for the rejection.
(b) Not later than the 90th day after the date the task force
receives a rejection of the recommendation from a state agency, the
task force shall develop a new implementation strategy to present
to the state agency.
Sec. 2059.005. ADMINISTRATIVE AND SUPPORT STAFF. An
executive agency at the direction of the governor and a legislative
agency at the direction of the lieutenant governor or the speaker of
the house of representatives shall provide support staff and
administrative assistance to the task force.
Sec. 2059.006. APPLICABILITY OF ADVISORY COMMITTEE LAW.
Chapter 2110 does not apply to the task force.
Sec. 2059.007. EXPIRATION. The task force is abolished and
this chapter expires September 1, 2007.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2003.
