A BILL TO BE ENTITLED

AN ACT

relating to the Stars Over Texas Music Tour.                                  
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Chapter 485, Government Code, is amended by 
adding Section 485.008 to read as follows:
	Sec. 485.008.  STARS OVER TEXAS MUSIC TOUR.  (a)  The office 
shall develop a program to promote the preservation of Texas music 
history.  The program is to be called the "Stars Over Texas Music 
Tour."
		(1)  This program shall honor this state's musical 
heritage and the advancement of tourism in this state by officially 
designating specific locations and organizations of great value to 
the state's musical heritage.
		(2)  The office shall create an official symbol of 
designation to erect, install, or award to recipients of this 
designation.
		(3)  The office shall develop strict standards of 
eligibility for this designation.
	(b)  The office shall adopt procedures that are necessary to 
effectuate this Act.
	(c)  The office shall enter into an agreement with the Texas 
Commission on the Arts consistent with Section 444.030, the Texas 
Historical Commission, the Texas Department of Economic 
Development consistent with Section 481.028, and the Texas 
Department of Transportation in order to implement this Act.
	SECTION 2.  This Act takes effect on September 1, 2003.
