H.C.R. No. 43 


HOUSE CONCURRENT RESOLUTION
WHEREAS, Byron James Bailey has dedicated his career to improving lives and easing suffering and, through his efforts, has made significant contributions to the field of medicine; and WHEREAS, After attending the University of Oklahoma at Norman for pre-med studies, Dr. Bailey earned his medical degree from the University of Oklahoma School of Medicine in 1959; he went on to receive training in head and neck surgery-otolaryngology (ENT) at the University of California at Los Angeles, where he remained on the faculty and established a new, affiliated residency training program at Los Angeles General Hospital; and WHEREAS, In 1968, Dr. Bailey arrived at the University of Texas Medical Branch (UTMB) to serve as the Wiess Professor and chairman of the department of otolaryngology; as a man with an extraordinary ability to conquer many challenges at once, Dr. Bailey maintained his role as educator while serving as Galveston's only practicing ENT specialist, and established a research program in his specialty at UTMB with the help of a grant from the National Institutes of Health; and WHEREAS, Dr. Bailey has been a prolific scientific writer and editor during his tenure at UTMB, publishing more than 200 scientific articles and chapters as well as six textbooks; his work, Head and Neck Surgery--Otolaryngology, has become a standard for physicians in training and in practice in the United States and abroad; he has served as editor-in-chief of the two major journals in the specialty, the American Medical Association's Archives of Otolaryngology-Head and Neck Surgery, and The Laryngoscope, as well as the Year Book of Otolaryngology-Head and Neck Surgery; and WHEREAS, In addition to writing, the multifaceted Dr. Bailey also is a popular speaker, with engagements at more than 300 state and national scientific conferences over the course of his career; and WHEREAS, Along with his many other responsibilities, Dr. Bailey finds time to serve on numerous state and national medical boards; the Texas Otolaryngological Association, the American Board of Otolaryngology and the National Association of Physicians for the Environment are only a few of the organizations for which he has been elected president; and WHEREAS, Dr. Bailey has worked to turn dreams of medical advances into realities by joining with a group of leaders from his field in hopes of establishing a new National Institutes of Health (NIH) facility dedicated to supporting research in deafness and other communicative disorders; after a decade of testimony before the U.S. Congress, the National Institute on Deafness and Other Communication Disorders was established and Dr. Bailey was appointed to serve on the NIH task force for a strategic research plan for the institute and later to the advisory board; and WHEREAS, Over the course of his career, this estimable gentleman has garnered numerous awards, including the Harvey Washington Wiley Medal for his services as chair of the Food and Drug Administration Panel on New Devices, the De Roaldes Award of the American Laryngological Association for pioneering work in tracheal reconstruction, and the Gold Medal of the American Laryngological, Rhinological, and Otological Society for lifetime achievements, humanitarianism, and leadership; and WHEREAS, This devoted family man has been married to his lovely wife Margi for 45 years, and she has supported him in every endeavor; the two have enjoyed serving their community together, and once organized a movement to develop an emergency medical service for the area, which resulted in the establishment of the Galveston EMS; and WHEREAS, Dr. and Mrs. Bailey married while he was in medical school and enjoy reading, traveling, bridge, good conversation, and interesting people; they have raised five children: Mike, Debbie, James, Jenny, and John, and have seen their family grow to include their sons- and daughter-in-law: Bruce, Scott, and Shiva, and five grandchildren: Austin, Madison, Conner, Jai, and Cody Jack; and WHEREAS, A credit to the field of otolaryngology, Dr. Bailey's outstanding achievements and expertise in his discipline have won him the admiration and esteem of all who have been privileged to know him; now, therefore, be it RESOLVED, That the 78th Legislature of the State of Texas hereby commend Byron James Bailey on his myriad accomplishments and wish him success in all future pursuits; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. Bailey as an expression of high regard by the Texas House of Representatives and Senate.
