CONCURRENT RESOLUTION
WHEREAS, Howard G. Baldwin, Jr., of Austin, whose stellar
25-year career in state service was largely devoted to addressing
the needs of children, has retired as first assistant attorney
general of Texas; and
WHEREAS, A board certified family law attorney, Mr. Baldwin
has worked as a family law and child support master for Bexar
County, as deputy director for government relations for the Texas
Department of Protective and Regulatory Services, as a regional
director in child support enforcement at the Texas Department of
Human Services, and as a deputy chief attorney general in child
support litigation; and
WHEREAS, While living in San Antonio, he helped to found that
city's CASA program, whereby courts appoint trained volunteers to
advocate in behalf of abused and neglected children, and he
subsequently served as the first statewide CASA president; Mr.
Baldwin is currently a board member of the National Child Support
Enforcement Association and a board member and former president of
the Western Interstate Child Support Enforcement Council; he also
serves on the legislative committee of the Family Law Section of the
State Bar of Texas, as well as on the state bar's Child Abuse and
Neglect Committee and Family Law Council; and
WHEREAS, Mr. Baldwin has played a pivotal role in protecting
the youngest and most vulnerable of Texans; long a reliable
resource for every state legislative committee that deals with
abuse, child support, visitation, and parenting issues, he has been
instrumental in the development of stronger laws to safeguard
children, to increase child support collection, and to strengthen
families living in the Lone Star State; and
WHEREAS, In recognition of his extensive efforts, Mr. Baldwin
has been accorded many honors, including the prestigious Dan R.
Price Award for Outstanding Contributions to Family Law; and
WHEREAS, This exceptional public servant's untiring
commitment to the youth of Texas has brought added support, safety,
and stability to the lives of countless children, and it is indeed a
privilege to honor him at this time; now, therefore, be it
RESOLVED, That the 78th Legislature of the State of Texas
hereby congratulate Howard G. Baldwin, Jr., on the occasion of his
retirement as first assistant attorney general of Texas and extend
to him heartfelt best wishes for continued success and happiness as
he embarks on this new chapter in his life; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Baldwin as an expression of high regard by the
Texas House of Representatives and Senate.
