H.C.R. No. 155



HOUSE CONCURRENT RESOLUTION
	WHEREAS, It is vitally important that our buildings be 
structurally sound, and the United States enjoys the highest level 
of building safety in the world, thanks to code enforcement; and
	WHEREAS, The International Code Council, in partnership with 
building safety and fire officials, architects, engineers, and the 
construction industry, develops and enforces the codes that 
safeguard us in our homes, at school, and at work; these codes 
protect us from such dangerous situations as snowstorms in the 
North, hurricanes in the Southeast, tornadoes in the Midwest, 
forest fires in the Southwest, and earthquakes on the West Coast; 
and
	WHEREAS, Building safety and fire officials play a vital role 
in ensuring the safety of our critical infrastructure; in addition 
to  monitoring compliance with codes, they work with individuals to 
address a wide range of building safety concerns, from preventing 
mold in homes to minimizing the impact of the West Nile virus in 
communities; and
	WHEREAS, The International Code Council is sponsoring 
Building Safety Week 2003, with the theme "Safe Buildings Save 
Lives"; this special observance provides an opportune time to 
promote public awareness of building safety and of the life safety 
services provided by local and state building departments, as well 
as by federal agencies; and
	WHEREAS, Nationwide, the safety and security of citizens has 
been improved, and countless lives have been saved, because of the 
adoption and enforcement of construction codes by local and state 
agencies; now, therefore, be it
	RESOLVED, That the 78th Legislature of the State of Texas 
hereby recognize April 6-12, 2003, as Building Safety Week in Texas 
and encourage all Texans to consider projects to improve building  
safety both at home and in their communities.
