H.C.R. No. 202


HOUSE CONCURRENT RESOLUTION
WHEREAS, Law Day is celebrated annually in the United States as a means of expressing appreciation for this country's heritage of liberty and reaffirming the nation's dedication to justice and equality under the law; and WHEREAS, President Dwight D. Eisenhower established Law Day USA in 1958, and in 1961 the United States Congress designated May 1 of each year as the date for its observance; the American Bar Association sponsors Law Day, and Team Lackland, composed of the 59th Medical Wing, the 37th Training Wing, and the 67th Information Operations Wing, United States Air Force, is working to promote Law Day awareness; and WHEREAS, Central to the American ideal of the rule of law is a fair and impartial judiciary, and therefore the theme of Law Day 2003 is "Celebrate Your Freedom: Independent Courts Protect Our Liberties"; and WHEREAS, In order to operate successfully, the American system of checks and balances requires an independent judiciary, one that is able to engage in deliberate contemplation and that is free from interference and oversight; the judicial framework in America has been designed to promote that independence while also providing for accountability in matters of professional integrity and competence; and WHEREAS, It is vital that American citizens understand the importance of an independent judiciary and that they guard against efforts intended to pressure, intimidate, or obstruct judges in the performance of their duties; and WHEREAS, The ability of American courts to administer the law without fear or favor is one of the greatest bulwarks of our freedom, and the American experiment in self-government requires constant vigilance to ensure that the independence of this country's courts remains unfettered; now, therefore, be it RESOLVED, That the 78th Legislature of the State of Texas hereby recognize May 1, 2003, as Law Day in Texas and that it warmly commend Team Lackland for its dedicated efforts to bring Texans a more thorough understanding of the law and its application during the annual observance of Law Day in the Lone Star State.
