HOUSE CONCURRENT RESOLUTION
WHEREAS, The family and friends of Quentin Miller of Cooper are deeply saddened by the passing of this esteemed gentleman on January 25, 2003, at the age of 84; and WHEREAS, Mr. Miller was born on November 29, 1918, in Longview; he graduated from Cooper High School in 1936 and attended Austin College; on August 7, 1938, he married the love of his life, Catherine Young, in Vasco; he was preparing to attend medical school when a family tragedy made him return to Cooper to take over the family business, J. J. Henslee Hardware; and WHEREAS, A pioneer of the LP gas business in Northeast Texas, Mr. Miller established Cooper Propane in 1947; he also helped to create in-state bonded warehouses now known as Delta Logistics; in 1938, Mr. Miller joined the board of directors of Delta Bank and served as president and chief executive officer from 1958 to 1983 and as chairman of the board from 1958 to 2003; and WHEREAS, An early proponent of the Cooper Dam and Reservoir, he traveled to Washington, D.C., to help secure authorization for the project; Mr. Miller also served as chairman of the Sulphur River Water Committee, vice president of the Red River Valley Association, and president of the Sulphur River Municipal Water District; in recognition of his contributions, he was appointed to the Texas Water Planning Committee by Governor Price Daniel and Governor Dolph Briscoe; and WHEREAS, Mr. Miller made significant contributions to education and was the youngest person ever elected to the Cooper ISD board of trustees; also an active leader in the Boy Scouts of America, he was instrumental in the acquisition of Camp Dirks and was awarded the Silver Beaver in 1955; and WHEREAS, An abiding interest in history led Mr. Miller to publish the history of Delta National Bank called The First Sixty Years; he also compiled The Centennial History of the First Methodist Church, Cooper, Texas, 1871-1971; Mr. Miller further served the people of Delta County with his collection of information about early schools, businesses, and agricultural and cultural societies; and WHEREAS, Mr. Miller was a member of the Masonic Lodge, Cooper, 1240 A.F.&A.M., and the Cooper Lions Club; a U.S. Army veteran of World War II, he served with distinction as a first sergeant in the medical department of a station hospital in Savannah Beach, Georgia, and with the 16th Armored Division; and WHEREAS, Among his recognitions and honors, Mr. Miller was named one of the Outstanding Young Men of Texas in 1952 and the Delta County Chamber of Commerce's Citizen of the Year in 2001; and WHEREAS, Mr. Miller amassed a wealth of achievements during his lifetime, and he contributed to making a better world for his fellow citizens; now, therefore, be it RESOLVED, That the 78th Legislature of the State of Texas hereby pay tribute to the life of Quentin Miller and that sincere sympathy be extended to the members of his family: to his wife, Catherine Young Miller; to his daughter, Judy Falls, and her husband, Sam Falls; to his daughter, Jan Hill; to his son, Frank Miller, and his wife, Stacy Miller; to his grandchildren, Matthew and Callie Falls, Quentin and Atticus Miller, and Jessica and Chase Nations; and to his other relatives and many friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives and Senate adjourn this day, they do so in memory of Quentin Miller.
