R E S O L U T I O N
WHEREAS, The citizens of Austin lost a devoted civic
volunteer and much admired individual with the passing of Alice
Louise Roberts Foster on November 12, 2002, at the age of 78; and
WHEREAS, A native of Boone, Iowa, where she was born on
September 13, 1924, Mrs. Foster was a longtime resident of Oak Hill
who joyfully dedicated her time and energy to her family and to the
residents of the greater community; and
WHEREAS, Mrs. Foster touched the lives of countless
individuals through her myriad volunteer efforts, which focused
especially on children's literacy, Austin's SafePlace for battered
women and their children, the Oak Hill Business and Professional
Association, and the Republican Party; in recognition of her
quarter-century of civic contributions, she was named a Yellow Rose
of Texas by the governor of the state; and
WHEREAS, A leader in Texas Republican politics, she served
the Oak Hill community for 15 years as a precinct chair and precinct
judge and held several offices in the Texas Federation of
Republican Women; for her notable efforts, she was honored at the
organization's 1990 state convention as one of 10 outstanding
Republican women; and
WHEREAS, Mrs. Foster was also involved with the National
Federation of Republican Women and was selected as a delegate to
several local, state, and national Republican conventions; in 2000,
she and her husband were honored as Travis County Republican
Volunteers of the Year; and
WHEREAS, Married to Colonel James E. Foster for more than 55
years, this lovely lady accompanied her husband to many locations
within this country as well as overseas during his 30-year military
career, and she created a restful, loving home for her family
wherever they were stationed; and
WHEREAS, Mrs. Foster's interests included genealogy, playing
bridge, collecting elephant replicas, gardening, and making gifts
of crocheted items that she created; and
WHEREAS, Throughout her life, Louise Foster demonstrated a
deep commitment to her family and her community, and those who were
privileged to share her love and friendship will forever treasure
her memory; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby pay tribute to the life of Alice Louise Roberts
Foster and extend sincere sympathy to her husband, Colonel James E.
Foster; to her children, Anita Louise Beard, Anna Kathleen Stern,
Patricia Allene Foster, and James Christopher Foster; to her
sister, Carol Saad; to her grandchildren; and to her other
relatives and many friends; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for the members of her family and that when the Texas House
of Representatives adjourns this day, it do so in memory of Alice
Louise Roberts Foster.
