H.R. No. 40
R E S O L U T I O N
WHEREAS, In 1978, TIBH Industries, Inc., and the Texas
Council on Purchasing from People with Disabilities launched a
program designed to promote vocational rehabilitation through
special contracts for Texas workers with disabilities; and
WHEREAS, The creation of the landmark State Use Program has
paved the way for the development of business initiatives that
provide employment opportunities for Texans with a range of
disabilities, including mental retardation, mental health and
chemical disorders, learning disabilities, visual impairment,
physical impairment, hearing impairment, and brain injury; and
WHEREAS, TIBH Industries, Inc., and the Texas Council on
Purchasing from People with Disabilities continue to play a pivotal
role in increasing opportunities for disabled citizens; these
organizations facilitate more than $23 million in annual wages for
hardworking Texans and contribute to the self-esteem and sense of
accomplishment of the program's participants; and
WHEREAS, TIBH Industries, Inc., and the Texas Council on
Purchasing from People with Disabilities have established a
successful State Use Program; these organizations continue to serve
as a catalyst for employment opportunities for workers with
disabilities and benefit citizens throughout the Lone Star State;
now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby designate February 12, 2003, as State Use
Program "Works Wonders" Day at the Capitol and extend best wishes to
the many individuals who support and participate in this program.
