R E S O L U T I O N
WHEREAS, When the Dallas Regional Board of the Anti-Defamation League presented the prestigious Henry Cohn Humanitarian Award to Albert C. Black, Jr., on January 15, 2003, at the Fairmont Hotel in Dallas, it was paying a great tribute to this successful Dallas businessman and civic leader; and WHEREAS, Born in Dallas and raised in the Frazier Courts housing projects of South Dallas, Mr. Black graduated with honors from W. W. Samuel High School in Dallas, received an athletic scholarship to attend Eastern New Mexico University, and earned his bachelor of science degree from The University of Texas at Dallas; in 1995, Mr. Black garnered his master of business administration degree from the Cox School of Business at Southern Methodist University (SMU); and WHEREAS, Mr. Black is committed to improving the inner city community where he grew up; believing that business development promises the best way to achieve this goal, he founded On-Target Supplies & Logistics, Ltd., a successful office supply distribution and service administration corporation; and WHEREAS, Since 1982, he has led his corporation through stages of amazing growth; On-Target Supplies & Logistics, Ltd. has increased its workforce from 1 to 100 professionals, established branch offices in Houston, San Antonio, and Austin, and expanded its service area to include businesses throughout Texas, Oklahoma, Louisiana, Arkansas, and Missouri; and WHEREAS, In addition to being a successful entrepreneur, Mr. Black has generously devoted countless hours to serving his community, often as a liaison between the corporate world and the community; a board member for the Greater Dallas Chamber of Commerce, JPMorgan Chase of Texas, TXU Corporation, and The Dallas Foundation, he has worked on the advisory board of TXU-Dallas as well as on the Dallas Citizens' Council and the Governor's Business Council; and WHEREAS, Furthermore, Mr. Black has dedicated his time to assisting educational institutions; a board member for Paul Quinn College, he was an advisory board member for the Hankamer School of Business at Baylor University and was appointed by the governor in 1997 to serve three years on the board of regents for Texas Southern University in Houston; Mr. Black also shares his experiences with aspiring entrepreneurs by speaking to business groups and colleges, such as SMU's Cox School of Business and the business school at Stanford University; and WHEREAS, Among his many well-deserved honors are the 30th Congressional District Award for outstanding achievement in the field of business, the Obelisk Award, the Citizen of the Year Award from Omega Psi Phi, Ernst and Young's Entrepreneur of the Year, and the Quest for Success award by the Dallas Black Chamber of Commerce; moreover, Mr. Black was chosen to serve on the Governor's Business Council, and the mayor of Dallas selected him as a "Top Talent" professional; and WHEREAS, Through his hard work and determination, Mr. Black has made his vision a reality, and he may take pride in knowing that he has contributed toward the betterment of his hometown and numerous other communities across the Lone Star State; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby congratulate Albert C. Black, Jr., on his receipt of the Henry Cohn Humanitarian Award and commend him on his many successful and socially responsible endeavors; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Black as an expression of high regard by the Texas House of Representatives.
