H.R. No. 81
R E S O L U T I O N
WHEREAS, Hector A. Matteer of Houston has been chosen to
receive an Outstanding Texan award by the Texas Legislative Black
Caucus in recognition of his many notable contributions as a
student at North Shore Senior High School; and
WHEREAS, The Outstanding Texan award was created to honor
individuals who have demonstrated an unwavering commitment to
improving, developing, and enriching the lives of others; and
WHEREAS, A member of the gifted and talented program since
1997, Mr. Matteer has consistently demonstrated his academic
talents, and in consequence of his diligence he has earned a ranking
in the top two percent of his graduating class; after completing
undergraduate school, he aspires to earn both a master's degree in
computer programming and a medical degree; and
WHEREAS, This young Texan's involvement in his school and
community is extensive; a member of the executive committee on
class elections, he holds leadership positions in the Science Club
and National Honor Society; in addition, he has been a member of the
Student Council, Gents Organization, Spanish Club, Texas
Association of Future Educators, UIL Math and Science Team,
Computer Club, and football team; and
WHEREAS, His civic endeavors have encompassed activities
benefiting the North Channel Area Food Drive, Silver Springs
Nursing Home, Houston Food Bank, Hands Helping Houston, American
Heart Association, and Toys for Tots; a mentor in an after-school
tutoring program and active congregant of First United Methodist
Church, Mr. Matteer has devoted time as well to the Red Cross, March
of Dimes, and UNICEF; and
WHEREAS, Through his well-rounded schedule of
extracurricular activities, Hector Matteer has served as a role
model for his fellow students, and their admiration for him was
reflected in their selection of Mr. Matteer as the 2002-2003 North
Shore Senior High School Homecoming King; and
WHEREAS, The recipient of a University of Houston Award for
Academic Excellence and a winner of the North Channel Rotary Club
essay contest, he is also a Ventures' Scholar participant; his
other accolades include designation as an All American Scholar and
National Achievement semifinalist, as well as nomination to the
National Society of High School Scholars; and
WHEREAS, Mr. Matteer's commitment to his school, his church,
and his community has enriched the lives of countless individuals,
and it is indeed appropriate that he receive special recognition at
this time; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby congratulate Hector A. Matteer on being named an
Outstanding Texan by the Texas Legislative Black Caucus and extend
to him sincere best wishes for success and happiness in his future
endeavors; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Matteer as an expression of high regard by the
Texas House of Representatives.
