R E S O L U T I O N
WHEREAS, Constable Victor Trevino of Houston has been chosen to receive an Outstanding Texan award by the Texas Legislative Black Caucus in recognition of his many notable contributions in the area of public safety; and WHEREAS, The Outstanding Texan award was created to honor individuals who have demonstrated an unwavering commitment to improving, developing, and enriching the lives of others; and WHEREAS, Mr. Trevino immigrated to the United States in 1958; a graduate of Houston ISD's Austin High School, he attended San Jacinto Junior College and received his bachelor of science degree in criminal justice from the University of Houston-Downtown; and WHEREAS, In 1976, Constable Trevino graduated from the Houston Police Academy, and he has since earned master peace officer certification; during his distinguished 13-year career with the police department, he cofounded the Houston Police Organization of Spanish Speaking Officers and served as its president for five years; in 1988, he was elected Harris County Constable of Precinct 6; and WHEREAS, Among his contributions in the area of law enforcement and public safety are the creation of Zebra Squad, the state's first parole violators task force; A.S.A.P, a truancy reduction program; and Precinct 6's GREAT-BIG, or Gang Resistance Education & Training-Bicycle Initiative Goal program; he also began the first volunteer bicycle patrol program, in-service training program, and contract patrol program in Precinct 6; and WHEREAS, Constable Trevino has been recognized for his accomplishments by The Heritage Foundation, the Hudson Institute, the Pioneer Institute, the Washington Post, the Boston Globe, 48 Hours on CBS, and Reader's Digest; he received the Jefferson Award in 1999 and the Distinguished Hispanic of the Year Award from Fiestas Patrias; and WHEREAS, The service and expertise that Constable Trevino has provided have significantly contributed to the security and quality of life of his fellow citizens, and he truly deserves the Outstanding Texan designation; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby congratulate Constable Victor Trevino on being named an Outstanding Texan by the Texas Legislative Black Caucus and extend to him sincere best wishes for success and happiness in his future endeavors; and, be it further RESOLVED, That an official copy of this resolution be prepared for Constable Trevino as an expression of high regard by the Texas House of Representatives.
