R E S O L U T I O N
WHEREAS, For 27 years, Ken Yarbrough served as chief of police for the City of Richardson, and although he retired on June 30, 2002, his legacy of achievement will continue to be felt in the community for many years to come; and WHEREAS, During Chief Yarbrough's years of service, the Richardson Police Department became recognized as one of the best in the Dallas-Fort Worth metroplex; known for his leadership and professionalism, this esteemed officer helped to shape the community into a safe environment that serves as a model for others; and WHEREAS, Involved in law enforcement for more than 37 years, Chief Yarbrough previously held positions with the Fort Worth Police Department, the Pima County Sheriff's Department in Tucson, Arizona, and the Phoenix Police Department; and WHEREAS, Chief Yarbrough was named president of the Texas Police Association for 1996-1997 and also led the North Texas Law Enforcement Coordinating Council, the North Texas Police Chiefs Association, and the Texas Police Chiefs Association; other statewide organizations that have benefited from his expertise include the Attorney General's Task Force on Child Abuse, the Governor's Task Force on Juvenile Justice, and the Punishment Standards Commission; and WHEREAS, In addition, Chief Yarbrough has enjoyed engaging the minds of young people as a teacher of public administration and advanced law enforcement administration at Texas Christian University and as an adjunct professor in the criminal justice degree program at The University of Texas at Arlington; and WHEREAS, Chief Yarbrough has earned the lasting respect and admiration of his fellow officers and his community, and while his leadership will be missed, the myriad contributions he leaves behind will not soon be forgotten; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby commend Ken Yarbrough on his distinguished tenure as chief of police for the City of Richardson and extend to him sincere best wishes for a happy and rewarding retirement; and, be it further RESOLVED, That an official copy of this resolution be prepared for Chief Yarbrough as an expression of high regard by the Texas House of Representatives.
