R E S O L U T I O N
WHEREAS, Joe M. Allbaugh has dedicated much of his life to
serving his fellow citizens in times of crisis and is highly
knowledgeable about the issues of emergency management and disaster
relief; and
WHEREAS, Nominated by President George W. Bush, Mr. Allbaugh
became director of the Federal Emergency Management Agency in
February 2001 and throughout his tenure in that demanding position
he has been a calm and steadying presence; through the terrorist
attacks of September 11, 2001, and dozens of other disaster
situations, he has helped the agency bring assistance to people as
far away as Guam and Micronesia; and
WHEREAS, He was also chief of staff for George W. Bush during
Mr. Bush's Texas governorship, and in that capacity he played a
significant role in the state's response to nine presidential
disaster declarations and 20 state-level emergencies; and
WHEREAS, A native of Oklahoma, this remarkable individual
began his career in public service as Oklahoma deputy secretary of
transportation and chief of staff for Governor Henry Bellmon,
demonstrating in those roles the dedication to excellence that has
been the hallmark of all his efforts; and
WHEREAS, Mr. Allbaugh's considerable knowledge and expertise
relating to emergency management and disaster relief could be of
significant benefit to Texas legislators should catastrophic
circumstances, natural or otherwise, occur, and it would be highly
appropriate for him to speak to the house membership on these
matters; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby extend an invitation to Joe M. Allbaugh to
address the members of this chamber at a date and time during the
regular session of the legislature to be agreed upon; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Allbaugh as his official invitation from the Texas
House of Representatives.
