R E S O L U T I O N
WHEREAS, The city of Port Neches lost a committed advocate and beloved friend with the passing of Mayor Frances K. Monk on July 3, 2002; and WHEREAS, Born in Wichita Falls, Mayor Monk received a bachelor's degree from North Texas State University and shortly after worked as a linguist for the United States Department of Defense in Washington, where she helped to create the first Vietnamese to English dictionary in the nation; and WHEREAS, A 52-year resident of Port Neches, Mayor Monk had a love for serving and representing her city; following a distinguished teaching career that spanned 32 years, she was elected to the Port Neches City Council, where she spent 15 years; and WHEREAS, In recognition of her dedication to her community, she was elected mayor of Port Neches in 1996, and she held that position at the time of her death; and WHEREAS, Mrs. Monk served in numerous positions in her community, including president of the South East Texas Regional Planning Commission, board member of the Port Neches Chamber of Commerce, and president of the Texas Association of Regional Councils of Government; and WHEREAS, Duly recognized for her efforts, Mayor Monk was honored with the Tom Bradley Leadership Award in 2002, was named Distinguished Citizen of the Year by the Port Neches Rotary Club, and was presented the Yellow Rose of Texas award by Representative Allan Ritter on behalf of Governor Rick Perry; and WHEREAS, This beloved woman considered her four children and nine grandchildren to be the most important people in her life; her love of the Port Neches community and her dedication to its well-being will long be remembered, and her memory will surely live on in the hearts and minds of the many people whose lives she touched; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature honor the life of Frances K. Monk and extend sincere sympathy to her family: to her children, Stephen Paul Monk, Michael Bruce Monk, Robert King Monk, and Debra M. Hebert; to her grandchildren; and to her many friends and supporters; and, be it further RESOLVED, That an official copy of this resolution be prepared for the members of her family and that when the Texas House of Representatives adjourns this day, it do so in the memory of Mayor Frances K. Monk.
