R E S O L U T I O N
WHEREAS, Jelynne LeBlanc Burley, assistant city manager for
San Antonio, has been chosen to receive an Outstanding Texan Award
by the Texas Legislative Black Caucus; and
WHEREAS, Ms. Burley is being recognized in the Professional
Category for her signal achievements during an 18-year career with
the City of San Antonio; in her present post, Ms. Burley directs the
city's initiatives in neighborhood investment and inner-city
revitalization, an assignment that involves oversight of the
Neighborhood Action, Housing and Community Development, Code
Compliance, and Planning departments; and
WHEREAS, Previous service in the Public Works, Parks and
Recreation, and Budget and Research departments contributed to Ms.
Burley's comprehensive understanding of city affairs; other
responsibilities and accomplishments that have distinguished her
tenure with the city have included guiding the small business
advocacy program for the Alamodome Development Office, organizing
the city's first Affordable Housing Parade of Homes, and assisting
in developing the objectives of the Housing Section of the San
Antonio Master Plan; and
WHEREAS, Before her appointment as assistant city manager,
Ms. Burley served as director of the Convention Center Expansion
Office, in which capacity she oversaw the $11.7 million development
of the International Center and the $218 million expansion and
renovation of the Henry B. Gonzalez Convention Center; and
WHEREAS, In all her endeavors, Ms. Burley enjoys the love and
support of her husband, Roy Burley, Jr., and their two children,
Crystal and Juliet; and
WHEREAS, Through her consummate expertise and her manifold
efforts in behalf of the citizens of San Antonio, Jelynne Burley has
contributed immeasurably to the betterment of the Alamo City, and
it is indeed a privilege to recognize her at this time; now,
therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby congratulate Jelynne LeBlanc Burley on her
receipt of an Outstanding Texan Award from the Texas Legislative
Black Caucus and honor her for her commitment to strengthening the
fabric of this historic Texas city; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Ms. Burley as an expression of high regard by the Texas
House of Representatives.
