R E S O L U T I O N
WHEREAS, Steve Francis of the Houston Rockets has been selected as a starter for the Western Conference at the 2003 NBA All-Star Game and this prestigious honor is indeed well deserved; and WHEREAS, Since joining the NBA, Mr. Francis has confounded opponents with his blazing quickness, outstanding shooting touch, and deft ballhandling; these qualities are aptly demonstrated by his per-game averages of 23 points, 6.3 rebounds, and 6.2 assists during the 2002-2003 season; and WHEREAS, Initially drafted by the Vancouver Grizzlies, Mr. Francis came to the Houston Rockets organization in a trade and immediately met or exceeded the lofty expectations that accompanied him to the Bayou City, garnering NBA Co-Rookie of the Year in his inaugural season; and WHEREAS, Mr. Francis was also a star at the collegiate level and was named second team All-American by the Associated Press and first team All-Atlantic Coast Conference after his junior season at the University of Maryland; and WHEREAS, A truly extraordinary athlete, Steve Francis continues to bring tremendous pleasure to hoops fans in the Houston area and across the nation, and it is most appropriate that he receive special legislative recognition at this time; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby congratulate Steve Francis of the Houston Rockets on being selected as a starter for the 2003 Western Conference All-Stars and extend to him sincere best wishes for an outstanding performance at the All-Star Game and continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Francis as an expression of high regard by the Texas House of Representatives.
