H.R. No. 208
R E S O L U T I O N
WHEREAS, The countless admirers of Dallas area resident Mary
Carter were greatly saddened by her passing on November 30, 2002, at
the age of 76; and
WHEREAS, A native Texan, Mrs. Carter was born on July 5, 1926,
and attended Furney Richardson Elementary and High School; she
continued her education at Texas Southern University, Bishop
College, and Pearson's Sewing School, where she specialized in
clothing and textile design; and
WHEREAS, While Mrs. Carter cultivated a successful career as
a professional dressmaker and designer, she also distinguished
herself as a talented vocalist; in addition to singing with the Good
Street Baptist Church and Mass Choir, she was active with the
National Baptist Convention Choir and served as the director of
music for the citywide ministerial alliance revival; and
WHEREAS, The organizer and former director of the Good Street
Baptist Church ministry for the mentally retarded, this esteemed
woman sought to raise awareness of the needs of people with mental
retardation in myriad ways through her volunteerism; she worked
diligently to better meet those needs and to support the
capabilities and potential of those she served, and her
achievements in this regard included the development of a
curriculum guide for people with mental retardation during her
tenure as the national director of Christian education for the
National Baptist Convention; and
WHEREAS, Mrs. Carter was very involved in grassroots politics
and actively supported those candidates who shared her ideals and
vision for the future; included among the numerous civic and
political organizations that benefited from Mrs. Carter's support
were the Dallas chapter of the NAACP, the Black Political Women's
Caucus, the African American Museum Guild, the Business and
Professional Women's Club, the YMCA, and the Top Ladies of
Distinction; and
WHEREAS, For her long-standing dedication to helping others,
Mrs. Carter was selected as the Outstanding Woman Serving Her
Community for 1999 by the National Council of Negro Women; she also
earned recognition from Eta Phi Beta Sorority, the NAACP, the YMCA,
and the Zeta Amicae Auxiliary; and
WHEREAS, In all aspects of her life, Mary Carter strove for
excellence and made the world a better place for her efforts; now,
therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby pay tribute to the life of Mary Carter and extend
sincere sympathy to all who were privileged to share her
friendship; and, be it further
RESOLVED, That when the Texas House of Representatives
adjourns this day, it do so in memory of Mary Carter.
