H.R. No. 217



R E S O L U T I O N
	WHEREAS, On February 14, 2003, students, faculty, and 
supporters of Houston Community College (HCC) will honor Sylvia 
Ramos, founding president of HCC-Southeast, as she departs Texas 
for Chicago to serve as president of Richard J. Daley College; and
	WHEREAS, Over the course of the past three decades, this 
remarkable woman has brought exceptional ability and commitment to 
her service to our state's higher education system; a graduate of 
Southwest Texas State University, Sam Houston State University, and 
the University of Houston, Dr. Ramos joined the staff of Houston 
Community College in 1973, working in behalf of the Right to Read 
federal program and Upward Bound grant program; and
	WHEREAS, Respected and admired by those who have had the 
pleasure of working with her, Dr. Ramos was named director of the 
Austin and Milby campus in 1976 and, five years later, she assumed 
the mantle of dean of students for the Houston Community College 
system, a position that she held for 10 years; and
	WHEREAS, Dr. Ramos continued her notable record of 
achievement when, in 1991, she became the first president of the 
Houston Community College System's Southeast College; in that 
position, she oversaw the development of three campuses serving 
8,000 students and was responsible for attracting $6 million in 
grant funding; and
	WHEREAS, Throughout her distinguished tenure, this truly 
exemplary administrator has displayed vision, creativity, and 
determination, and her contributions toward the betterment of 
higher education in the Lone Star State will continue to be felt for 
many years to come; now, therefore, be it
	RESOLVED, That the House of Representatives of the 78th Texas 
Legislature hereby commend Sylvia Ramos for her outstanding career 
as an educator and administrator and extend to her warmest best 
wishes for continued success and happiness as she embarks on her new 
position at Richard J. Daley College in Chicago; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for Dr. Ramos as an expression of high esteem by the Texas 
House of Representatives.
