R E S O L U T I O N
WHEREAS, On this day, February 17, 2003, the colleagues of
the Honorable Harold V. Dutton, Jr., wish to commemorate his
birthday by recognizing him for his myriad contributions to the
people of the Lone Star State; and
WHEREAS, A distinguished member of this chamber since the
69th Legislative Session, Representative Dutton is in the midst of
his 10th session, and through the years he has contributed skilled
leadership as vice chair of the committees on public education,
urban affairs, the judiciary, and business and commerce and as
chairman of budget and oversight of the committee on energy; and
WHEREAS, His legislative accomplishments are numerous and
include his sponsorship of Texas' first statutory program to assist
women- and minority-owned businesses; Representative Dutton has
also led initiatives to enhance public education, and he has
created incentives to reduce the problems of insurance availability
and affordability in underserved areas; and
WHEREAS, During this session, the citizens of Texas will
benefit from Representative Dutton's commitment through his work as
chairman of the House Committee on Juvenile Justice and Family
Issues and his membership on the House Committees on Public
Education and General Investigating, and the steering committee of
the House Research Organization; and
WHEREAS, A native of Houston's Fifth Ward, this respected
attorney is in private practice in Houston, where he specializes in
civil rights and employment law; an adjunct professor at his alma
mater, the Thurgood Marshall School of Law, he has also served as
executive director of the Julia C. Hester House and has held
management positions with Conoco, Inc., and Four Star Broadcasting
over the course of his career; and
WHEREAS, On his birthday and every day, Harold Dutton
continues to demonstrate his devotion to moving this state forward,
and we are all the better for his efforts; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby congratulate the Honorable Harold V. Dutton,
Jr., on the joyous occasion of his birthday and extend to him
sincere best wishes for continued success and happiness; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for Representative Dutton as an expression of high regard
by his colleagues in the Texas House of Representatives.
