R E S O L U T I O N
WHEREAS, The retirement of Charles Boyle Campbell, Jr., on January 17, 2003, from the board of directors of Tarrant Regional Water District brought to a close 15 years of outstanding service on the board; and WHEREAS, Born and reared in College Station and the son of a Texas A&M University professor, Mr. Campbell graduated from Consolidated High School in 1939 and pursued his higher education at Tulane University, where he served in the Naval ROTC and received both an officer's commission and a bachelor's degree in business administration; and WHEREAS, Mr. Campbell fought to defend his country during World War II, serving with distinction in the U.S. Navy as an officer stationed aboard the destroyer escort U.S.S. Weaver; and WHEREAS, On completing military service with the rank of lieutenant, Mr. Campbell returned home to his beloved Texas and earned an additional degree from Texas A&M University in landscape architecture, after which he embarked on a lengthy career in municipal public service; and WHEREAS, Mr. Campbell pursued his passion for creating parks and public amenities and was named the City of Midland's first park director in 1954; in that capacity he developed award-winning parks such as the Dennis the Menace Park and Hogan Park Golf Course; and WHEREAS, This esteemed gentleman was director of parks and recreation for the City of Fort Worth for a quarter-century, a position he held until his retirement in 1987; and WHEREAS, Mr. Campbell held a seat for 25 years on the board of the City of Fort Worth Employees Credit Union and was also a member of the board of Streams and Valleys, Inc., a civic organization dedicated to beautifying and enhancing the Trinity River greenbelt in Fort Worth; and WHEREAS, First elected to the Tarrant Regional Water District board of directors in 1988, Mr. Campbell was returned to that position by the voters three more times, and during his productive tenure in that demanding position he helped address such important issues as water supply and flood control planning; and WHEREAS, He has been supported in all his endeavors by his wife of 52 years, Katherine Campbell, and their enduring union has been blessed with two daughters, Ann and Margaret, a son, Brice, and two grandchildren, Sara and Charlie; and WHEREAS, A leader of tremendous dedication, energy, and vision, Charles Campbell has made significant contributions to his community, region, and nation, and it is a pleasure to join in recognizing him at this time; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby congratulate Charles Boyle Campbell, Jr., on his retirement from the Tarrant Regional Water District board of directors; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Campbell as an expression of high regard by the Texas House of Representatives.
