R E S O L U T I O N
WHEREAS, More than 10,000 years ago, the Lone Star State's first settlers were drawn to this land by its bountiful springs, rivers, bays, estuaries, and aquifers, all of which contributed to make Texas a place of richly diverse ecosystems, with landscapes teeming with wildlife and abundant harvests of agricultural and aquacultural crops; and WHEREAS, Today, water resources remain of critical importance to the continued prosperity, stability, and very existence of our state; as the Texas population grows, we face new challenges each year to ensure that water remains a fairly distributed common resource, to be used for the benefit and enjoyment of all members of the public; and WHEREAS, Water quality is of tantamount concern as well, for continued pollution of our state's rivers, lakes, aquifers, and reservoirs will lead to higher prices for consumers, mounting costs for municipalities, destruction of wildlife habitat, and increased health risks to Texas citizens; by protecting the water resources with which we have been so blessed, we are helping to ensure the continued physical and economic well-being of Lone Star State citizens; and WHEREAS, Fair access to clean, plentiful water is a basic human right, one of fundamental importance to every civilization, and its continued availability must be secured if future generations of Texans will enjoy the same prosperity, safety, and good health we do today; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby recognize the importance of the Lone Star State's precious water resources and encourage all Texans to help conserve, reclaim, and protect this vital natural resource in Texas.
