H.R. No. 441



R E S O L U T I O N
	WHEREAS, For nearly three decades, Louisiana State 
Representative Donald Ray Kennard has served the people of his 
state with integrity, vision, and commitment and, as the national 
chairman of the American Legislative Exchange Council (ALEC) for 
2003, he will play a key role in shaping policies and priorities for 
the organization over the course of the next year; and
	WHEREAS, A graduate of Southeastern Louisiana University, 
Representative Kennard earned his master's degree in education from 
Louisiana State University, where he is employed as the school's 
assistant athletic director; his exemplary career in public service 
began in 1975, when he first won election to the Louisiana House of 
Representatives, and today he continues to serve the constituents 
of Livingston Parish and East Baton Rouge Parish with pride and 
distinction; bringing a wealth of experience to his work as a member 
of the Louisiana Legislature, he is currently the chairman of the 
House Committee on Enrollment and a member of the Education 
Committee, the Joint Legislative Committee on Capital Outlay, and 
the Transportation, Highways, and Public Works Committee; and
	WHEREAS, His work for the citizens of Louisiana has been 
complemented by his membership in the American Legislative Exchange 
Council, an organization dedicated to the development of model 
policies based on the principles of free markets, limited 
government, and individual liberty; as chairman of ALEC since 
December 2002, Representative Kennard heads the 21-member board of 
directors and is responsible for setting policies and priorities 
for the 2,400-member association of state legislators; and
	WHEREAS, Throughout his impressive tenure as a lawmaker, this 
hardworking individual has earned the respect and admiration of 
peers and constituents alike, and state legislatures across this 
nation will benefit immensely from his outstanding leadership and 
vision this year; now, therefore, be it
	RESOLVED, That the House of Representatives of the 78th Texas 
Legislature hereby honor Louisiana State Representative Donald Ray 
Kennard, national chairman of the American Legislative Exchange 
Council, on the occasion of his visit to Texas; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for Representative Kennard as an expression of high regard 
by the Texas House of Representatives.
