R E S O L U T I O N
WHEREAS, Dallas-area residents are holding a reception at
Evening Star Missionary Baptist Church on March 29, 2003, to pay
special tribute to the Honorable Roy Orr of DeSoto, who has for
decades devoted his life to the noble calling of public service; and
WHEREAS, Mr. Orr is the former mayor of the city of DeSoto,
and his dedication to citizens of the Metroplex community has led
him to serve as a Dallas County commissioner and as president of the
DeSoto School Board; he is also a former chairman of the Regional
Transportation Council for Dallas-Fort Worth and a former executive
board president of the North Central Texas Council of Governments;
and
WHEREAS, Widely acclaimed as a man of integrity and
innovation, this accomplished Texan has been appointed to many
prominent statewide organizations, including the Commission on
Jail Standards and the Texas Aeronautics Commission; additionally,
Mr. Orr has served the Lone Star State with distinction as chairman
of the Texas State Property Tax Board, the Texas Alcoholic Beverage
Commission, and the Texas County and District Retirement System
Board of Trustees; and
WHEREAS, The Honorable Roy Orr, who has earned the respect
and admiration of many of this nation's leaders, including
President Jimmy Carter and President Ronald Reagan, brought his
wealth of governmental expertise to his work as a member of both the
Advisory Commission on Intergovernmental Relations Board and the
President's Advisory Committee on Federalism; and
WHEREAS, In recognition of these many notable achievements,
Mr. Orr has won countless accolades from local groups, including
the Dallas Press Club, the Dallas County chapter of the NAACP, and
the DeSoto Chamber of Commerce; the city of Grand Prairie has named
a boulevard in his honor, and the citizens of DeSoto have ensured
that his legacy will live on for future generations with the
creation of a park and a trail, all fitting tributes to a gentleman
who has done so much to make his community a better place in which to
live and work; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby commend the Honorable Roy Orr of DeSoto for his
outstanding contributions to his community, state, and nation; and,
be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Orr as an expression of high regard by the Texas
House of Representatives.
