H.R. No. 548
R E S O L U T I O N
WHEREAS, Drs. John and Evelyn Billings of Australia developed
the revolutionary Billings Ovulation Method of Natural Family
Planning, and the year 2003 marks the 50th anniversary of this
remarkable medical achievement; and
WHEREAS, Designed to assist women during all stages of their
reproductive lives, the Billings Method teaches women to observe
their bodies' fertility signs in order to improve their chances for
conception; the method can also be used to aid couples in the
spacing of their children and to deal with issues relating to
breast-feeding, recent childbirth, emotional or athletic stress,
and premenopause; and
WHEREAS, Proven to be more than 98 percent effective in
clinical studies, the Billings Method is practiced by couples
throughout the world and remains a vital tool for contending with
the myriad problems faced by couples attempting to conceive
children; and
WHEREAS, Drs. John and Evelyn Billings are true pioneers in
the field of reproductive health, and it is a privilege to honor
them and commemorate this milestone; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby pay tribute to Drs. John and Evelyn Billings on
the 50th anniversary of the creation of the Billings Ovulation
Method of Natural Family Planning and congratulate them on this
notable achievement; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for this esteemed couple as an expression of high regard by
the Texas House of Representatives.
