H.R. No. 562
R E S O L U T I O N
WHEREAS, Robert Harold "Tim" Phillips retired as the Missouri
City Police Department community liaison officer on July 16, 1999,
and brought to a close a remarkable record of public service in
behalf of his fellow citizens; and
WHEREAS, From his initial assignment with the department as a
reserve police officer in 1977 until his retirement 22 years later,
this accomplished Texan held many positions of responsibility,
including those of patrol officer, sergeant, detective, criminal
analyst, firearms instructor, public safety officer, and,
ultimately, community liaison officer; and
WHEREAS, Greatly admired by his colleagues as well as by the
residents of Missouri City, Officer Phillips earned his master
peace officer proficiency certification and was a founding member
and longtime commander of the department's SWAT team; he was twice
selected as Officer of the Year by the 100 Club and received
numerous letters of commendation for his achievements; and
WHEREAS, For more than two decades, Officer Phillips
established a record of meritorious service, loyalty, bravery, and
self-sacrifice consistent with the highest ideals of the law
enforcement profession, and his myriad contributions will not soon
be forgotten; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby commend Robert Harold "Tim" Phillips for his
distinguished career with the Missouri City Police Department and
extend to him sincere best wishes for a happy and rewarding
retirement; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Phillips as an expression of high regard by the
Texas House of Representatives.
